The TX eFiling system (eFiling Manager) is designed to provide a means for attorneys to eFile their court documents into participating courts state-wide. It also enables attorneys to electronically serve copies of legal documents to parties associated with their cases. It is completely separate from the federal eFiling system.

The Parties


JCIT (Judicial Committee on Information Technology)

JCIT is a committee created in statute to promulgate standards throughout the TX judicial system. Members of the committee are appointed by the Supreme Court of TX. The JCIT also promulgate guidelines for the TX eFiling system


OCA (Office of Court Administration)

The OCA holds the contract to the statewide eFiling system. The OCA also provides the personnel and resources to maintain the functions of the JCIT.


The State Courts (Appellate, District and County Courts, and JP Courts)

Participation in the state eFiling system has been optional for counties until now but the TX Supreme Court has set a schedule for mandating eFiling across the state.


Tyler Technologies

Tyler Technologies is the managing partner for the eFiling Manager. They provide the portal through which eFiling service providers direct eFilings from their customers to the appropriate state courts. Tyler Technology also directs electronic service of documents to the designated recipients.


eFiling Service Providers

FileTime is one of several service providers who have been certified by the OCA to provide eFiling services through the eFiling Manager system. Each service provider determines its level of services it provides to customers as well as the fee it charges in return for providing those services.
